The clerical state (deacons and priests – known as elders or presbyters) is given only to those who have been specifically selected and have been affirmed (commonly signified by the laying on of hands) by those authorized to elevate them to the indicated office (always by one who was in at least legal unison with a successor of one appointed by Jesus).
They presented these men to the apostles who prayed and laid hands on them. [Acts 6:6] First deacons of the Church
Do not neglect the gift you have, which was conferred on you through the prophetic word with the imposition of hands of the presbyterate. [1 Tim. 4:14]
